Switching from a fiscal cash register to fiscal software.

A guide for businesses in Kosovë that issue receipts with an electronic fiscal device (PEF) today and want to move to electronic fiscal software (SEF), such as AZkont.

What changes with SEF

With electronic fiscal software, the receipt is issued by the program on a computer or tablet, without a separate fiscal device. The receipt is signed on the till and sent to ATK. When the internet goes down, sales continue and the receipts are sent automatically once the connection is back.

To use a SEF, ATK requires a unique fiscalization code. You get it through the «Kërkesë për Fiskalizim» (fiscalization request) service in ATK’s EDI system, which applies both to new businesses and to those moving from PEF to SEF.

Four steps

You file the request with ATK; we handle installation and training.

  1. Fiscalization request in EDI

    Who does it: You

You or your accountant submit a «Kërkesë për Fiskalizim» (fiscalization request) in ATK’s EDI system and receive the unique fiscalization code. Without this code, electronic fiscal software cannot be used.

  2. Installation in your shop

    Who does it: Us

We come to your shop, install AZkont on a computer or tablet, connect the printer and scanner, and activate the till with your fiscal details.

  3. The first sale

    Who does it: Together

We make a real sale and check that the receipt comes back fiscalized by ATK.

  4. Staff training

    Who does it: Us

Your staff learn sales, returns and closing a shift. You can bring your item list over from Excel.

What you need

Questions we hear most

What happens to the old fiscal device?

An electronic fiscal device has its own procedure with ATK. Before you replace it, ask your accountant or ATK which steps apply to your business. We plan the switch together so that no day is left without fiscal receipts.

Who files the request in EDI?

The taxpayer, meaning your business or the accountant who has access to EDI. We show you what needs to be filled in.

Do sales stop during the switch?

We install at a time that suits you and check everything with a real sale before your staff start working with AZkont.

How much does it cost?

The licence is per device, as a subscription or for a fixed licence term. The offer depends on how many tills you have.

Who has to use a SEF?

Under Article 31 of Administrative Instruction (MF) No. 01/2026: businesses that sell at retail or provide services in places open to the public, and public institutions that accept cash. Businesses that sell only to other businesses are not obliged; they issue tax invoices.

By when do I have to switch from PEF to SEF?

For businesses that have a PEF today, the transition period is set by a separate decision of the Minister of Finance (Article 50). Businesses that had no PEF when the instruction took effect had 60 days to install a SEF. Follow ATK’s announcements or ask us for the latest status.

How long do I have for receipts issued offline?

48 hours from the moment the connection drops (Article 44). Within that time you must restore the internet connection and submit all the receipts to ATK. AZkont sends them automatically as soon as the connection is back.

How do I check whether a SEF is certified?

In ATK’s public register of electronic fiscal software. AZkont is listed there as AZKONT, SEF number 882530661821.

Source: ATK, the «Kërkesë për Fiskalizim» service in EDI (July 2026); Administrative Instruction (MF) No. 01/2026, Articles 31, 44 and 50. Terms are explained in the fiscalization glossary.
